Snipshot: Edit pictures online. Simple, clean, easy. I like that it has an API. It appears to be written with Python (note that it uses twisted). Too bad its not OSS. That is the only thing it needs to achieve perfection. Well, that and automated drop shadows. Of course, you could always use my css drop shadow cgi script for that.
